Hill City Water System Improvements - PRVs and Booster Stations

Sealed bids are invited for the construction of the Hill City Water System Improvements, which includes the installation of new booster vaults and pressure-reducing valve vaults. Bids must be received by 1:00 PM local time on May 19, 2026, at which point they will be publicly opened and read aloud. Bids can be mailed to Advanced Engineering and Environmental Services, LLC, located at 610 East Boulevard, Rapid City, SD 57701. A Non-Mandatory Pre-Bid Conference is scheduled for May 13, 2026, at 1:00 PM at the Hill City City office, 243 Deerfield Rd, Hill City, SD 57745. This meeting will provide an opportunity for prospective bidders to discuss the project with the Owner's Representative and other bidders. Bidders must submit their bids on the provided Bid Forms and in accordance with the Bidding Documents. All bids must be sealed and filed at the Advanced Engineering and Environmental Services Office in Rapid City, SD. Bids must be accompanied by a certified check, cashier's check, or a bank draft for five percent (5%) of the bid amount, payable to the City of Hill City, or a Bidder's Bond executed by the Bidder and a surety company for ten percent (10%) of the bid amount. Bids that do not comply with these requirements will not be considered. Bidders are advised that the project has Workforce Participation Goals of 3.4% for Minority and 6.9% for female participation. Compliance with Equal Employment Opportunity regulations and the Davis-Bacon Act is required. Bidders must also comply with the American Iron and Steel provision. Bidders must possess a valid South Dakota Contractor's license for the work required and submit a copy with their bid. The Contractor must demonstrate experience with similar municipal utility work. Bidding documents can be obtained from Advanced Engineering and Environmental Services, LLC. A $50.00 non-refundable fee is required for plans and specifications for requests outside South Dakota.
