Sealed bids are being accepted through the City's e-Procurement Portal, OpenGov, until May 27, 2026, at 10:00 am Central time. At that time, the bids will be publicly opened and read. A pre-bid meeting and site visit is scheduled for May 4, 2026, at 10:30 am at 1609 S Main Street, Bloomington, IL 61701. Attendance is recommended for all bidders, and subcontractors are welcome. Questions regarding the specifications will be addressed during the pre-bid meeting. Bid documents can be obtained from the City's e-Procurement Portal. Bidders must create a free account with OpenGov by signing up at the provided link. After registration, bidders should return to the portal, click on 'Submit Response', and follow the instructions to submit their electronic bids. Only those with an active account and who follow the project are eligible for the contract award. The City of Bloomington reserves the right to reject any and all bids and to waive technicalities. All bidders must comply with non-discrimination policies. Bids must include a bid guaranty of at least ten percent (10%) of the bid amount, which can be in the form of a cashier's check, money order, certified bank check, or a surety bond. All guaranties, except surety bonds, will be returned to unsuccessful bidders after the bid award. The successful bidder must provide Performance and Payment Bonds equal to 100% of the contract price within ten business days of the award. Contractors must pay prevailing wages as per the Illinois Prevailing Wage Act. Bids cannot be withdrawn for 90 days after the bid opening date.
