Background The State Foundation on Culture and the Arts (SFCA) is issuing this Request for Proposals (RFP) for security services at Capitol Modern, the Hawaii State Art Museum. The SFCA has determined that such services are necessary for the protection of State property and to ensure the safety of patrons. Work Details The contractor shall provide security attendant services to Capitol Modern, the Hawaii State Art Museum and its auxiliary facilities. Security services shall be provided as needed according to a work schedule issued by the Contract Administrator. The schedule may vary and is subject to change during the contract period. Additional security services may be required upon written request from the museum during or after official work hours. Security Attendants will perform assigned duties between 7:30 AM to 12:00 AM at various dates throughout the year for SFCA programs. The contractor must comply with all requirements outlined in Attachment forms A (Security Specifications), B (Security Major Duties and Responsibilities), C (Security Contractor Responsibilities), D (Security Guard Qualifications), E (Special Provisions), and F (Rules of Decorum). Period of Performance The contract will be for a period of one year beginning on July 1, 2026, with potential extensions upon mutual agreement in writing between the State and the Contractor. Place of Performance Capitol Modern, Hawaii State Art Museum, located at 250 South Hotel Street, Second Floor, Honolulu HI, 96813. Bidder Requirements Offerors must have a valid guard card service license registered with the Hawai’i State Department of Commerce and Consumer Affairs at the time of bid submittal. They must have been in the security guard business for a minimum of two consecutive years and must have a permanent office and representative(s) in Hawaii at the time of bid opening. All security guards assigned must pass federal and state criminal clearance checks, possess no documented emotional or mental disorders, have no criminal convictions that would deem them unsuitable for employment, and meet specific qualifications outlined in Attachment D.
