Background Workforce Solutions North Texas (WSNT) is a publicly funded, non-profit organization that serves as the leadership and governing body for workforce development and child care programs in North Texas. The organization aims to bridge the gap between job seekers and businesses, focusing on enhancing child care services (CCS) in the region. WSNT's mission is to place North Texans in jobs and equip workers with skills that foster economic development. This RFP seeks to identify a qualified entity to manage and operate the CCS Office, ensuring effective support for families and child care providers. Work Details The selected proposer will be responsible for managing and operating the Child Care Services (CCS) program, which includes: - Overseeing management and staffing of the CCS system. - Coordinating with co-located agencies. - Administering and monitoring CCS programs. - Ensuring compliance with fiscal and administrative requirements. - Providing child care placement support. - Mentorship to funded programs. - Developing an integrated service delivery system. - Achieving performance measures set by WSNT and TWC. - Fostering partnerships with local child care providers. - Adapting to new programs as needed. The scope of work also includes maintaining documentation of coordination efforts with federal, state, and local child care programs. Period of Performance The contract will commence on October 1, 2026, with a four-week transitional period starting September 1, 2026. The contract may be renewed annually for up to four years based on satisfactory performance. Place of Performance The services will be performed in the North Texas region across eleven counties including Archer, Baylor, Clay, Cottle, Foard, Hardeman, Jack, Montague, Wichita, Wilbarger, and Young. Bidder Requirements Eligible proposers include individuals or entities (for-profit or non-profit), partnerships/consortiums/joint ventures. Proposals must demonstrate technical competence and financial stability. Proposers must comply with all relevant laws and regulations associated with funding sources. Specific exclusions apply to individuals submitting proposals alone or entities currently debarred or suspended from federal programs.
