Background The Boone County Purchasing Department is issuing this Request for Proposal (RFP) to acquire Credit/Debit Card Processing Services for the Boone County Circuit Clerk, Boone County Sheriff’s Office, and the Boone County Prosecuting Attorney. The purpose of this RFP is to provide professional services that will allow the public to pay various fees including filing fees, court costs, copy fees, posting bonds, and other restitution costs. The County aims to implement a no-cost model where service charges are borne by the users of the service while ensuring that service fees remain low and reasonable. Work Details The contractor will provide credit and debit card payment processing services that include: 1. Acceptance of major credit cards (Visa, MasterCard, American Express, Discover) for payments. 2. Web-based processing technology allowing card-not-present transactions. 3. Real-time online card authorizations communicated to the County. 4. 24/7/365 availability for phone and web payments. 5. Daily reconciliation of payments with guaranteed payment transfers via ACH. 6. Customer support available at all times for both cardholders and County staff. 7. Automated reporting capabilities including daily transaction logs and summary reports. 8. Implementation of services within 30 days post-contract signing, along with training options for staff. Period of Performance The contract is intended to commence on July 1, 2026, and will run through June 30, 2027, with five additional one-year renewal options subject to performance evaluations. Place of Performance Services will be performed in Boone County, Missouri, specifically for the Circuit Clerk's Office, Sheriff's Office, and Prosecuting Attorney's Office located in Columbia. Bidder Requirements Bidders must demonstrate experience with law enforcement or correctional agencies and provide documented history of similar services. They must also comply with federal work authorization programs as per House Bill 1549 if contracts exceed $5,000. Additionally, bidders should submit proof of state registration and verification of PCI compliance.
