Background The City of Charlotte, North Carolina, is seeking proposals for Entry Level Testing and Promotional Process Administration Services for the Charlotte Fire Department (CFD). The goal of this contract is to enhance the recruitment and promotion processes within the CFD, ensuring that they are effective, fair, and compliant with relevant standards. Work Details The contractor will provide services including: 1) Administration of written examinations for up to 1000 entry-level firefighter candidates. This includes job analysis studies, validated written examinations, logistical management, timely scoring, and production of a final candidate list. 2) Assistance with the Firefighter Physical Abilities Test (FPAT), including validation and scoring as needed. 3) Administration of promotional processes for ranks such as Engineer, Captain, Battalion Chief, and Division Chief. This includes creating validated written examinations and assessment centers that may involve oral interviews and practical exercises. Responsibilities also include managing schedules, providing scoring on test days, producing technical reports, and managing communications with candidates. Period of Performance The contract period will commence in October 2026 following the award by Council on August 10, 2026. Place of Performance Services will be performed in Charlotte, North Carolina. Bidder Requirements Bidders must comply with the Charlotte Business Inclusion (CBI) Policy aimed at enhancing competition among Minority-owned, Women-owned, and Small Business Enterprises (MWSBEs). Companies must submit CBI Form 3 to indicate their MWSBE participation plans. Additionally, companies must be registered in the City’s vendor registration system to execute a contract.
