The Educational Purchasing Interlocal Cooperative at Region 6 (EPIC6) seeks proposals for Grounds / Turf Maintenance - Supplies, Equipment, Services on an "as needed" basis for the period from July 1, 2026 thru June 30, 2031. It is the intention of Region 6 ESC to contract with reliable, high performance vendors to supply products and services to public agencies and certain non-profit organizations. Any goods, or services related to grounds maintenance will be considered. Please see the attached Bid Request for examples. This solicitation is a Indefinite Delivery, Indefinite Quantity ("IDIQ") solicitation. It will result in agreements that provide, through adoption/"piggyback" an indefinite quantity of supplies/services, during a fixed period of time, to EPIC6 Members. Thus, there is no specific project or scope of work to review. Rather this solicitation is issued as a prospective award for utilization when any EPIC6 Member needs the goods or services offered during the life of the agreement. Awarded vendor(s) must agree to extend contract pricing and terms to all members, current and future. Cooperative members are not required to purchase from awarded vendors. EPIC6 will be awarding agreements on a multi-vendor basis, so as to best serve the needs of its Cooperative members. EPIC6 seeks to award responsive, responsible proposals that score the minimum evaluation score of 70 points thus allowing the Cooperative members access to vendors that best meet their needs based on factors including, but not limited to, price, availability, and delivery. Please see the attached Bid Request for proposal scoring criteria. Awards resulting from this solicitation will designate the vendor(s) as an "approved vendor(s)" with the Cooperative and its members. Any reference within the following pages of this document to bid, Request for Proposal (RFP), Competitive Sealed Proposal (CSP) could be technically inaccurate but should still be construed to mean and are used interchangeably as the designated legal methods of procurement listed at TEC 44.031(a)(3). This is a Request for Proposal as defined in Texas Education Code Chapter 44.

Period of Performance The period of performance for this contract is from July 1, 2026, through June 30, 2031. Place of Performance The geographic location for the performance of this contract includes all member entities of EPIC6. Bidder Requirements Vendors must demonstrate reliability and high performance in their proposals. Proposals must meet a minimum evaluation score of 70 points based on criteria such as: - Purchase price (25 points) - Vendor reputation (5 points) - Quality of goods/services (18 points) - Total long-term cost (10 points) - Extent to which the goods/services meet needs (20 points) - Past relationship with EPIC6 (10 points) - Compliance with HUB laws (2 points) - Experience (10 points) - Residency status (0 points).
