Background The Kenosha County Sheriff’s Office is seeking proposals from qualified vendors to conduct an operational staffing study for the corrections operations at the Kenosha County Pretrial Facility (PTF) and the Kenosha County Detention Center (KCDC). The facilities have not seen significant improvements since their construction. The study aims to address various staffing and operational issues, including high overtime rates and staff burnout. Work Details The awarded Contractor will conduct a comprehensive assessment of the project needs, including: 1. Staffing Analysis: Determine appropriate staffing levels based on inmate population and classification; identify staffing gaps contributing to overtime. 2. Overtime Reduction: Develop strategies to reduce mandatory overtime; improve scheduling practices and staffing allocation. 3. Shift Structure Evaluation: Assess alternatives to current 12-hour shifts, including 10-hour and 8-hour shifts; evaluate impact on efficiency, cost, and employee wellness. 4. Supervisory Staffing: Conduct span-of-control analysis; evaluate reestablishing an Administrative Corporal or Sergeant position for administrative responsibilities; assess need for an administrative Sergeant position for Internal Affairs. 5. Facility Consolidation/Operational Efficiency: Evaluate consolidating operations into a single detention facility; identify potential gains in staffing efficiency and cost savings. Period of Performance The contract is expected to commence upon award, with substantial completion anticipated on or before August 31, 2026. Place of Performance Kenosha County Pretrial Facility (927 54th Street, Kenosha, WI) and Kenosha County Detention Center (4777 88th Avenue, Kenosha, WI). Bidder Requirements Proposers should have demonstrated experience in providing corrections staffing guidance for facilities of similar size. Relevant experience or licenses in law enforcement in Wisconsin is preferred.
