Background The City of Marshfield is seeking qualified professionals and firms to conduct a detailed rate study for its Water and Wastewater Departments. The goal is to assess the current and future operational needs, financial structures, and overall efficiency of these departments. Work Details The selected firm will be required to analyze various aspects including: current rate structure, current debt and debt service, current and future needs, operational needs, reserve and replacement funds, staffing requirements, equipment needs, challenges and opportunities, and the impact of inflation. The firm must demonstrate experience in utility development for water and wastewater systems, municipal planning, and have references from previous municipalities or districts where rate studies were performed. Additionally, familiarity with relevant software programs and tools is essential. Period of Performance The contract will be performed over a specified period leading up to the presentation of findings to the Board of Aldermen in multiple public meetings after the completion of the study. Place of Performance The work will be conducted for the City of Marshfield located in Missouri. Bidder Requirements Bidders must have over 10 years of demonstrated municipal support services in Missouri, specific experience with cities having a population over 7,000, experienced full-time staff available for the project, and provide at least five project examples with references from Missouri related to utility rate studies.
