Background The Confederated Tribes of Siletz Indians (CTSI) Head Start Program provides a comprehensive early childhood education program that is culturally relevant for Native Americans, serving children ages 3 and 4 years. The Tenas Illahee Child Care Center (TICCC) serves children ages 6 weeks to 4 years. CTSI is seeking proposals for a part-time Early Childhood Education (ECE) Coordinator to assist and support teachers in developing and implementing literacy activities and traditional Siletz Dee-ni language acquisition. Work Details The ECE Coordinator will regularly visit Siletz Tribal Head Start and TICCC to assist classroom staff in implementing literacy development activities and traditional Siletz Dee-ni language acquisition. Responsibilities include assessing the effectiveness of classroom activities, identifying new strategies to improve literacy results, and ensuring all activities support the developmental needs of children. The ECE Coordinator must incorporate the Head Start Early Learning Framework (ELOF), Creative Curriculum, Teaching Strategies Gold, and Head Start School Readiness Goals into their work. Collaboration with the CTSI Head Start Lead Teacher/Disability Coordinator and Tribal Language Instructor is required. Attendance at professional development sessions and quarterly family literacy enrichment events is mandatory. Compensation is set at $60 per hour, with total expenses not exceeding $62,400. Period of Performance June 1, 2026 to June 30, 2027 Place of Performance Services will be provided at the Head Start locations in Siletz, Lincoln City, Salem, Portland, and at the TICCC in Siletz. Bidder Requirements Bidders must document that the individual performing the contract work has at least a Bachelor’s Degree in Early Childhood Education. They must also provide proof of enrollment in the Department of Early Learning and Care Central Background Registry or required National and State-based Background Checks. A minimum of three years of experience teaching in an Early Childhood Program is required along with three references to verify experience. Indian preference will be given to individuals or companies that can prove at least 51% Indian ownership.
