Project Description (Estimated Cost Range $150K to $250K): The work generally consists of providing all construction services, equipment, necessary tools, materials, fuel, personnel, supervision, and labor required to complete the preparation and placement as specified herein: Complete the final design based on the owner-provided concept design. Procure all project-required materials in accordance with the Buy America, Build America (BABA) requirements. Construct the final-designed solar array project on the city-owned land adjacent to Forest Grove Substation at 2301 Maple Street. All wages associated with the project will be in accordance with the Davis-Bacon Act, using the LCP Tracker certified payroll system. All vendors must accept the terms included with this Invitation to Bid as part of the contract. If a proposer is exempt from a particular term due to a statutory or regulatory exception or exemption, whether the exception or exemption applies to the contract matter, the type of work, or the vendor, the vendor will be considered to have met the requirements of that term. The City reserves the right to negotiate a final contract that is in the best interest of the City. City intends to issue notice to proceed on June 15, 2026, and have the work fully completed by December 31, 2026. Background The Low-Income Solar Array Project is initiated by the City of Forest Grove, funded by a Federal HUD grant. It aims to construct a solar array to monetize energy production for financial assistance to low-income energy customers within the service area. The project aligns with the mission of the City of Forest Grove Light & Power to enhance community support through renewable energy initiatives. Work Details The contractor will provide all construction services, equipment, tools, materials, fuel, personnel, supervision, and labor required for the project. Place of Performance The work will be performed on city-owned land adjacent to Forest Grove Substation located at 2301 Maple Street in Forest Grove, Washington County, Oregon. Bidder Requirements Bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. They must comply with provisions regarding prevailing wage rates as per ORS 279C.800 to 279C.870 and utilize the Federal LCP Tracker certified payroll system. A bid bond of at least ten percent (10%) of the total bid is required. Bidders must confirm their status as resident bidders as defined in ORS 279A.120(1)(b).
