Background The Department of State Hospitals (DSH) manages the largest inpatient forensic mental health hospital system in the United States, with a mission to provide safe and responsible evaluation and treatment. DSH oversees five state hospitals and employs nearly 11,000 staff members, serving over 13,000 patients with an average daily census exceeding 7,000. Due to ongoing healthcare staffing challenges across California, DSH is seeking a contractor to provide both temporary relief and permanent recruitment for licensed Registered Nurses (RNs), Licensed Vocational Nurses (LVNs), and Certified Nursing Assistants (CNAs). Work Details The contractor shall provide all necessary materials, supplies, tools, equipment, transportation, licenses, permits, insurance, and personnel to deliver temporary relief and permanent staffing solutions for RNs, LVNs, and CNAs. These services are critical for assisting medical staff in providing high-quality medical care consistent with available resources. The contractor must ensure that clinical evaluations and documentation meet the standards set forth by Title 22 of the California Code of Regulations regarding community care licensing, Joint Commission standards, and Department of Justice requirements. Period of Performance The anticipated term of the agreement is from July 1, 2026, through June 30, 2029. Place of Performance Services will be performed at various state hospital locations throughout California as designated by DSH. Bidder Requirements Bidders must certify their legal right to do business in California and provide proof of good standing with the California Secretary of State. They must also submit current Curriculum Vitae from at least five potential RNs, LVNs, or CNAs. Bidders should demonstrate five years of experience in recruitment for clinical classifications in forensic mental health facilities. Additionally, bidders must comply with insurance requirements as outlined in the solicitation.
