Background The Oahu Metropolitan Planning Organization (OMPO) is seeking the services of a qualified professional accounting firm to develop an Indirect Cost Allocation Plan (ICAP) as part of project number OMPO-4626-01R. The goal of this contract is to assist OMPO in identifying indirect costs, determining an indirect cost rate, and producing a compliant final ICAP draft. Additionally, the contractor will provide standby assistance for OMPO’s yearly audit in coordination with the Department of Transportation (HDOT). Work Details The contractor will be responsible for the following tasks: 1. Classifying indirect costs into individual categories. 2. Determining an indirect cost rate for OMPO. 3. Producing a final ICAP document that complies with federal government standards. 4. Assisting in retrieving and formatting requested audit reports from HDOT’s Datamart system. The total original contract amount is $50,000, broken down as follows: - Classify Indirect Costs: $12,500 - Determine Indirect Cost Rates: $12,500 - Produce Final ICAP Document: $13,000 - ICAP Training: $2,500 - Assist with Annual Audit: $9,500. Period of Performance The contract is anticipated to be immediately required and will have a completion time of approximately two (2) years from the Notice to Proceed. Place of Performance The services will be performed in Hawaii as specified by the Oahu Metropolitan Planning Organization. Bidder Requirements Bidders must be on HDOT’s qualified list and are required to submit proof of insurance including: 1. General liability insurance with limits of not less than $1,000,000 per occurrence and $2,000,000 aggregate; 2. Automobile insurance with limits of not less than $1,000,000 per accident; 3. Professional liability insurance with limits of not less than $1,000,000 per claim and $2,000,000 annual aggregate. The STATE must be named as additional insured on all policies.
