Background The Confederated Tribes of Siletz Indians (CTSI) Head Start Program provides a comprehensive early childhood education program that is culturally relevant for Native Americans, serving children ages 3 and 4 years. The Tenas Illahee Child Care Center (TICCC) serves children ages 6 weeks to 4 years. CTSI is seeking a part-time Early Childhood Literacy Specialist Consultant to support the development of literacy plans, activities, and traditional Siletz Dee-ni language acquisition for these programs. Work Details The Consultant will be responsible for developing literacy plans that cater to the developmental needs of children served by the Head Start and TICCC programs. Key responsibilities include: 1. Creating literacy plans that incorporate the Head Start Early Learning Outcomes Framework (ELOF), Creative Curriculum, Teaching Strategies Gold, and Head Start School Readiness Goals. 2. Delivering professional development sessions to increase staff understanding of literacy development principles. 3. Conducting training sessions for staff on developmentally appropriate literacy enrichment strategies. 4. Providing quarterly literacy enrichment sessions for families focusing on language and literacy development strategies at home. The Consultant will be compensated at a rate of $60 per hour, with total expenses not exceeding $62,400. Period of Performance The contract period is from June 1, 2026, to June 30, 2027. Place of Performance Services will be provided at Head Start locations in Siletz, Lincoln City, Salem, and Portland, as well as at the TICCC in Siletz. Bidder Requirements Bidders must meet the following requirements: 1. A Bachelor’s Degree in Early Childhood Education with Reading Specialist Endorsement. 2. Enrollment in the Department of Early Learning and Care (DELC) Central Background Registry or completion of required background checks. 3. A minimum of 3 years of experience in teaching in an Early Childhood program. 4. Three references verifying experience are required.
