In accordance with RFO Part 12.102(a) and Part 5.101 this is a Notice of Intent to Sole Source IMPERIAL COUNTY RCS RADIO SYSTEM service. Bureau of Land Management Law Enforcement Officers (LEOs) in California require an effective solution that ensures dedicated, encrypted talk groups across the public service radio system serving San Diego and Imperial Counties. This service delivers reliable, long-range radio communications for criminal investigations and surveillance operations within the region. San Diego County will continue to facilitate BLM LEOs' ability to monitor, communicate, and report field activities while operating locally. The system enables law enforcement rangers and special agents to coordinate activities and incidents with various agencies, which is essential due to the proximity of public lands to urban areas. It is critical for the Law Enforcement Officer program to maintain uninterrupted communication with all partnering agencies throughout Imperial County. Given its dynamic and fast-paced operational environment near urban infrastructure, Law Enforcement Officers address both urban crimes and natural resource violations occurring on public lands countywide. Dual-band radios are vital for officers in the field, supporting operational success while optimizing overhead costs and mitigating liability across the law enforcement range. This requirement covers the procurement of Regional Communications System (RCS) 12-month subscriptions, including a base period plus four one-year options, for thirty BLM-owned radios. The Bureau of Land Management, Office of Law Enforcement and Security, California State Office, requests to pay the service charge for each radio used on the San Diego Imperial County Regional Communications System (RCS). The RCS supports BLM's tri-band radios and enables public safety voice and data communication across more than 116 agencies in San Diego and Imperial counties. With extensive coverage, including BLM public lands, the RCS improves interoperability and officer safety, offering over sixty percent better coverage than BLM s current VHF system, which lacks connections to other law enforcement partners. Limiting competition in this instance is justified due to the unique technical requirements and compatibility standards provided by the RCS. This system is the only regional platform that currently offers the necessary interoperability, coverage, and integration with local public safety agencies, allowing for seamless communication and coordinated response efforts. Utilizing alternative vendors would likely result in incompatibility, reduced operational efficiency, and diminished officer safety, given that no other provider can match the established infrastructure and performance of the RCS. The purchase will be made under the Simplified Procedures as authorized by RFO 12.101, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirement. The awarded contract will be between 05/01/2026 and 05/15/2026. A firm fixed price contract is anticipated. No solicitation documents exist currently. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government.
