Work Details The contract involves the creation of a sculptural art installation within the central connecting stair of the new Morrow County Courthouse. This installation should celebrate the land, history, and cultural narratives of Morrow County, evoking themes such as rolling wheat fields, river corridors, agricultural heritage, Indigenous history, and geological formations. The artwork must enhance the architectural experience by transforming the stair into a moment of reflection and identity. Artists are encouraged to propose concepts that are engaging and enduring while using durable materials that integrate thoughtfully with lighting and building systems. The anticipated art budget for this project is $150,000.00, which includes artist fees, materials, fabrication, insurance, shipping, travel, installation, documentation, and other project costs. Period of Performance The submission deadline for qualifications is June 15, 2026. Finalists will be notified in June 2026 with design proposal presentations occurring in August 2026. The artwork is expected to be installed by June 30, 2027. Place of Performance The artwork will be installed in the double-height central stair area of the new Morrow County Courthouse located in Oregon. Bidder Requirements Eligibility is limited to Oregon professional artists and artist teams. Artists from traditionally or currently underserved communities are especially encouraged to apply. Selected artists must procure and maintain commercial general liability insurance with minimum limits of $2 million per occurrence and $4 million aggregate; automobile liability insurance; workers' compensation insurance; and professional liability insurance if design services are provided.
