AFMETCAL at Heath OH intends to solicit and award a Sole Source Cost Plus Fixed Fee contract under FAR Part 15 Procedures for the purchase of Low Background Infrared Facility Services to Jung Research and Development Corp. (Cage 3JES1). Jung Research and Development Corp was the only company identified as capable of meeting this requirement without substantial duplication of cost that could not be expected to be recovered through competition. Further, there would be unacceptable delays in fulfilling its requirements to the MDA and its mission if another contractor other than JRAD was used. The Government envisions a Cost Plus Fixed Fee services contract with a basic year and 3 option CLINs (one-year base period, one-year option, one three month option, and one six-month option (FAR52.217-8)) and could extend through 31 March 2026 (if all options are exercised). There is no guarantee that an option will be exercised. The requirement is in accordance with the Statement of Work which is available for download at this site. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL. Work Details The Contractor shall provide comprehensive technical support for the calibration, operation, maintenance, and modernization of the Low Background Infrared (LBIR) Facility, which serves as the national reference standard for infrared radiation measurements in cryogenic environments. The work is divided into three primary activities: Routine Operation and Maintenance, Calibration Support, and Metrology Infrastructure Modernization. 1. **Routine Operation and Maintenance**: Maintain continuous operational readiness of essential systems at the LBIR Calibration Facility to ensure reliable delivery of calibration data critical to Missile Defense Agency (MDA) assessments. This includes: - Operation of Missile Defense Transfer Radiometers (MDXR & UXR). - Maintenance of 10 Centimeter and 30 Centimeter Collimators for accurate calibration traceability. - Operation of Broadband Calibration Chamber and Spectral Calibration Chamber for specialized calibrations. 2. **Calibration Support**: Provide scheduled on-site and off-site calibration services to validate measurement uncertainties for test chambers and blackbody sources, ensuring precise characterization of Standard Missile-3 (SM-3) sensor systems. 3. **Metrology Infrastructure Modernization**: Upgrade LBIR systems, implement modern calibration frameworks, design advanced measurement standards, provide specialized technical support to MDA stakeholders, and develop innovative measurement methods while ensuring compliance with security protocols.
