Background The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office, N103A is conducting market research through Sources Sought Notice No. N32205-SS-N103-26-103. The purpose of this notice is to gather information regarding the price and availability of U.S. or foreign flag, self-sustaining vessels capable of loading, transporting, and discharging two Ancillary Surface Crafts (ASC). This request for information is not a commitment to contract for services or to pay any costs incurred in the preparation or submission of responses. Work Details The contractor will be responsible for the following tasks: 1. Provide vessels capable of loading, transporting, and discharging two Ancillary Surface Crafts (ASC) with capabilities for Float On/Float Off (FLO/FLO) and Lift-On/Lift-Off (LO/LO). 2. Ensure that cradle, cribbing, blocking, and sea fastening for ocean transport are provided and delivered by the contractor. 3. Conduct pricing and technical planning as part of a fixed price contract. 4. Appoint an independent marine surveyor whose duties are outlined in the U.S. Navy Towing Manual. 5. Ensure cargo is gas-free and certified by a marine gas chemist prior to discharge. 6. Provide temporary toilet facilities during FLO/FLO operations. 7. Supply line handlers aboard ASC for undocking, loading, discharge, and docking operations. 8. Provide a security team in accordance with ATFP requirements of the USCENTCOM AOR. 9. Follow planning, towing, loading, transit, and discharge procedures as per the U.S. Navy Towing Manual. Place of Performance The contract will be performed at Mobile, Alabama for loading and at Okinawa, Japan (U.S. military port) for discharge.
