21st Century Community Learning Centers Cohort 24

Summary (Newest Update)

Background The 21st Century Community Learning Centers (21st CCLC) program, authorized under the Elementary and Secondary Education Act (ESEA), aims to establish or expand community learning centers that provide students with enrichment opportunities during non-school hours. The Delaware Department of Education (DDOE) oversees this initiative, focusing on supporting student learning and development through various high-quality services such as tutoring, mentoring, and family literacy programs. The goal of this contract is to enhance educational outcomes for students attending low-performing schools and to engage their families in the educational process. Work Details The contract involves providing a range of services under the 21st CCLC program, including: - Academic enrichment activities aligned with state standards, including tutoring and mentoring. - Programs that support healthy lifestyles, including nutrition education and physical fitness. - Family engagement initiatives that promote parental involvement in children's education. - Service-learning projects that integrate community service with academic instruction. - Regular evaluation of program effectiveness through performance measures established by the DDOE. - Collaboration with Local Education Agencies (LEAs) to ensure alignment with school goals and objectives. The program must operate for a minimum of 150 sessions over the school year and summer, providing at least 360 hours of programming annually. Period of Performance The contract will be performed from September 1, 2026, to August 31, 2027. Place of Performance The services will be provided in Delaware, specifically targeting schools eligible for Title I programs or those serving a high percentage of low-income students. Bidder Requirements Eligible applicants include local school systems, community organizations, or consortia proposing to serve students primarily attending Title I schools. Applicants must demonstrate collaboration with LEAs and provide a sustainability plan for continued operation post-funding. A minimum annual subgrant award of $50,000 is required, contingent upon satisfactory progress towards achieving program goals.
