The Lakefront Management Authority (the Authority ) hereby solicits Statements of Qualifications (SOQs) from qualified firms to provide Professional Engineering Services for the South Shore Harbor Marina Dredging Project. Services will be provided on an as-needed basis. Issuance of this SOQ does not guarantee the award of a contract or any minimum quantity of work. Interested and qualified firms may submit SOQ packages in accordance with the requirements outlined in the full Request for Qualifications. Submissions shall be delivered to the Lakefront Management Authority, 6001 Stars and Stripes Boulevard, Suite 219, New Orleans, Louisiana 70126, or submitted electronically via Central Bidding at www.centralauctionhouse.com. All Statements of Qualifications (SOQ) packages, whether submitted in hard copy or electronically, must be received no later than 3:00 p.m. Central Time (CT) on May 14, 2026. Submissions received after this deadline will not be considered and will be returned unopened. SOQ packages must be clearly labeled: PROFESSIONAL ENGINEERING SERVICES SOUTH SHORE HARBOR MARINA DREDGING PROJECT. Each submission shall include the respondent's name, mailing address, and all required documentation as specified in this document. The selected firm shall comply with all applicable federal, state, and local laws and regulations, including but not limited to the Federal Emergency Management Agency (FEMA) requirements, the Public Assistance Program and Policy Guide (PAPPG), and 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards). Firms must maintain complete and auditable records to support eligibility for reimbursement and shall fully cooperate with any audits or reviews conducted by FEMA, the State of Louisiana, or other authorized entities.
