11th Avenue South Reconstruction

Sealed bids for the construction of W.O. 25-34 11th Avenue South Reconstruction will be received by the Billings City Clerk, 316 N. 26th Street, Billings, MT 59101, P.O. Box 1178, Billings, MT 59103, or until 2:00 PM local time on Tuesday, May 19, 2026, and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City's Facebook page: Billings MT City Government. The Project consists of the reconstruction of 11th Avenue South in the Billings South Side Triangle. The 11th Avenue South reconstruction limits extend from west of South 29th Street to the west side of South 27th Street. Included in the work will be full depth reconstruction of the existing street, including the removal and replacement of asphalt pavement and crushed base course, removing portions of existing concrete curb and gutter, sidewalk, accessible ramps, and approaches, and replacing or installing new concrete curb and gutter, sidewalk, accessible ramps, approaches, and storm drain infrastructure. Other miscellaneous items include landscape restoration, pavement markings, and street signage. Complete digital Project bidding documents are available at QuestCDN. There will be a non-mandatory Pre-Bid Conference at 9:00 AM on Wednesday, May 13, 2026, at the Office of the City Engineer, 316 N. 26th Street, 5th Floor, Billings, MT 59101. Interested CONTRACTORS are encouraged to attend in-person. CONTRACTOR and any of the CONTRACTOR'S subcontractors bidding or doing work on this Project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Billings, MT in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included. No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 PM local time, Tuesday, May 19, 2026.
