Separate sealed bids for the construction of W.O. 26-01, Contract 1: 2026 Water Main Replacement will be received by the Billings City Clerk, 316 North 26th Street, 5th Floor, Billings, MT 59101; P.O. The bid opening will be via Facebook Live on the City's Facebook page: Billings MT City Government. The project consists of water main replacement work described in general by the following:
2,220 LF of 12-inch PVC and 2,730 LF of 8-inch PVC water main replacement in Central Avenue, Lynn Avenue, St. Johns Avenue, and 16th Street West, including fittings, valves, hydrants, service reconnections, and associated work.
3,440 LF of 16-inch PVC and 440 LF of 8-inch & 12-inch PVC water main replacement in 6th Avenue North, North 13th Street, and North 18th Street, including fittings, valves, hydrants, service reconnections, and associated work. This schedule includes jack-and-bore installation of two 24-inch steel casing pipes under railroad tracks. Complete digital project bidding documents are available at QuestCDN. There will be a non-mandatory Pre-Bid Conference at the office of the City of Billings Public Works Department, 316 North 26th Street, 5th Floor, Beartooth Conference Room, Billings, MT 59101 at 1:00 PM on Monday, May 11, 2026. Interested Contractors are encouraged to attend. Contractor and any of the Contractor's subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor & Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. All laborers and mechanics employed by Contractor or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the State of Montana. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Billings, Montana in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.
