Deliver a professional-grade VNIR hyperspectral imaging system for environmental and agricultural remote sensing, including all necessary components, software, and training, within 8-12 weeks.

Summary (Newest Update)

Background The Louisiana State University and Agricultural & Mechanical College (LSU) is seeking bids for a hyperspectral imaging system to support environmental and agricultural remote sensing applications. This solicitation aims to procure a professional-grade visible and near-infrared (VNIR) hyperspectral line-scan imaging system that complies with all current National Defense Authorization Act (NDAA) regulations. Work Details The contract requires the delivery of a hyperspectral imaging system with the following specifications: - VNIR hyperspectral line-scan imaging sensor with a spectral range of ~400–1000 nm, ~200–300 spectral bands, and a spectral resolution of ~2–5 nm. - Spatial resolution must be 900 or more pixels cross-track. - The system should include a VNIR lens for centimeter-level imaging of plants and soils, mounted on a drone system with suitable focus and aperture control for outdoor conditions. - Radiometric calibration with certification, white reference panel, dark shutter or internal dark calibration capability must be included. - Positioning capabilities should feature GPS/IMU compatibility for direct georeferencing workflows. - Data acquisition unit must support high-speed data storage and include sync interface for sensor + GPS/IMU along with pre-configured software for control & recording. - Software for hyperspectral data acquisition, processing, post-processing tools, and orthorectification/georectification capabilities are required. - The system must have vibration-damping integration, calibration board/reflectance panel, carrying case, minimum one-year warranty covering parts and labor, flight planning software without subscription requirements, two flight batteries, dual-battery fast charger, and ground control station with internal battery. - Training for one person on drone setup is also required. Period of Performance Delivery is preferred within 8-12 weeks after the order is placed. Place of Performance Delivery to Louisiana State University at 104 Sturgis Hall, Baton Rouge, LA 70803. Bidder Requirements Bidders must comply with all applicable NDAA regulations. The bid must include all shipping, handling, customs, and insurance costs in the total price. Suppliers are required to provide either off-site or on-site technical training for drone setup assistance.
