Background The Oregon Department of Human Services (ODHS), through the Office of Resilience and Emergency Management (OREM), is issuing a Request for Applications (RFA) for transportation services during disaster response. The agency's mission is to help Oregonians achieve well-being and independence, particularly during emergencies. This RFA aims to establish multiple Price Agreements with qualified applicants to provide various transportation services to individuals accessing OREM services or local community resources during disasters. Work Details The contractor will provide transportation services including taxi, shuttle, non-emergency medical transport (NEMT), and other options. Services may include: - Picking up clients from homes or facilities and transporting them to shelters, warming/cooling centers, or other designated locations. - Providing accessible transportation for individuals with disabilities. - Accommodating those with medical needs requiring non-emergency medical support. The contractor must select the types of services they can provide and the geographical areas they will cover. The agency does not guarantee a minimum or maximum amount of services ordered under any Price Agreement. Period of Performance The contract will be effective from the date of award until December 31, 2026, with the possibility of extension up to a maximum term of seven years. Place of Performance Services will be performed throughout Oregon, specifically in areas where ODHS supports individuals during emergencies. Bidder Requirements Applicants must have at least one year of experience in providing similar transportation services. They must hold Commercial General Liability (CGL) Insurance and Automobile Liability Insurance as required by the agency. Additionally, applicants must be registered with the Oregon Secretary of State business registry and comply with all applicable laws regarding driver qualifications and vehicle standards.
