Background The National Oceanic and Atmospheric Administration (NOAA), specifically the Office of Marine & Aviation Operations (OMAO), is seeking to procure services for the main engine exhaust repair aboard the NOAA Ship Rainier. The mission of NOAA includes providing critical data and services related to oceanic and atmospheric conditions, and maintaining their fleet is essential for operational readiness. Work Details The contractor will be responsible for the following tasks: 1. Replace port main engine exhaust expansion joint gaskets and insulation. 2. Replace starboard main engine exhaust expansion joint gaskets and insulation. Specific requirements include: a. For the Port Main Engine Exhaust: 1. Install scaffolding as necessary to access the expansion joint. 2. Disconnect the inlet and outlet flanges of the expansion joint. 3. Remove the gaskets and inspect the sealing surfaces. 4. Reassemble with new gaskets (nominal pipe size is 14”). 5. Fabricate and install new exhaust blankets from the expansion inlet joint to the first 90-degree elbow using ASTM F683 or equivalent fire blanket with stainless steel wire & hooks. b. For the Starboard Main Engine Exhaust: 1. Install scaffolding as necessary to access the expansion joint. 2. Disconnect inlet and outlet flanges of the elbow and expansion joint. 3. Remove gaskets and inspect sealing surfaces. 4. Reassemble with new gaskets (nominal pipe size is 14”). 5. Fabricate and install new exhaust blankets from the elbow on top of the engine to the outlet side of the expansion joint using ASTM F683 or equivalent fire blanket with stainless steel wire & hooks. Period of Performance The period of performance is estimated to begin on April 29, 2026, but is subject to change based on funding approval processes.
