Background The Oregon Department of Transportation (ODOT) is issuing this Request for Competitive Quotes (RFCQ) to establish a contract for the repair of the historic vehicle arched rock railing at mile post 9.1 along the Historic Columbia River Highway (HCRH). This project aims to restore the integrity of the structure, which was damaged by a landslide, thereby supporting ODOT's mission to maintain safe and efficient transportation systems. Work Details The work under this contract includes: 1. Replacement of approximately 66 linear feet of the historic vehicle arched rock railing with native basalt. 2. Excavation of approximately 4 feet where the footing has eroded underneath the arched railing. 3. Construction of a base course using large stone blocks weighing between 1,000 – 1,500 lbs. 4. Traffic control will be provided by ODOT. 5. Work hours for flagging are Monday through Thursday from 7 AM to 3:30 PM, excluding holidays unless approved by the project manager. Period of Performance The substantial completion date for this project is set for July 30, 2026, with final completion expected by August 21, 2026. Place of Performance The work will take place at mile post 9.1 along the Historic Columbia River Highway in Multnomah County, Oregon. Bidder Requirements Bidders must be registered in OregonBuys and comply with all applicable laws and regulations including prevailing wage requirements as per the Bureau of Labor and Industries (BOLI). Additionally, contractors must maintain insurance coverage as specified in the RFCQ and must not have any liquidated or delinquent debt owed to the State.
