Background Clackamas County, through its Board of County Commissioners, is seeking proposals for an Equity Training Program aimed at enhancing the understanding and integration of equity, diversity, inclusion, and belonging (EDIB) principles among employees in the Health, Housing and Human Services (H3S) Department. The goal is to build capacity within the department to improve programs, services, and community engagement. Work Details The selected vendor will implement a two-phase approach: Phase 1 involves conducting a kickoff meeting to confirm project scope and schedule, reviewing existing materials to tailor training content, and delivering training sessions on priority EDIB topics such as structural racism and privilege. Training will be provided in various formats (in-person/virtual) to different staff groups. Phase 2 includes conducting an equity organizational assessment, developing a written report with findings and recommendations for future EDIB program development, and providing strategic recommendations for ongoing equity training opportunities. Deliverables include training curriculum, facilitation plans, pre- and post-training assessments, and a final summary report. Period of Performance The contract term will commence upon execution and continue through June 30, 2028. Place of Performance The services will be performed within Clackamas County. Bidder Requirements Proposers must demonstrate proven experience in designing and facilitating EDIB trainings in public sector or human services environments. They should possess strong facilitation skills and familiarity with culturally responsive practices. Proposals are encouraged from Minority, Women, Veteran, and Emerging Small Businesses.
