Background Scotland County is seeking proposals from qualified design-build firms for the construction of a new EMS Headquarters. Permitting for all project aspects. 4. Project management to ensure compliance with design specifications and administration of construction activities. 6. Bi-weekly meetings with Scotland County staff for updates and project closeout procedures. Period of Performance The anticipated schedule includes a pre-submittal meeting on May 6, 2026; submission deadline on June 5, 2026; contract negotiations starting July 3, 2026; and completion of contract negotiations by July 17, 2026. Place of Performance The contract will be performed at the Scotland County Emergency Services Complex located at 1403 West Boulevard, Laurinburg, NC 28352. Bidder Requirements Bidders must provide evidence of their qualifications including applicable North Carolina licenses for construction and engineering trades relevant to the project. A performance bond will be required upon award of the contract.
