Background

United States Transportation Command (USTRANSCOM) Program Executive Office Transcom (PEO-T) is an acquisition program management organization chartered to manage cost, schedule, performance, and risk to develop, field, and sustain effective enabling activities to support USTRANSCOM. The PEO-T manages acquisition programs, program-related activities, and select services acquisition for USTRANSCOM and for its other associated supporting organizations when USTRANSCOM requirements are included as part of the effort. USTRANSCOM PEO-T also manages the Department's Joint Transportation Management System (JTMS) Program. The JTMS will implement an Enterprise Resource Planning solution to integrate the transportation and financial domains of the Joint Deployment and Distribution Enterprise to achieve auditability, transparency, and optimized resource allocation. The requirement This requirement will provide non-personal advisory and assistance services (A&AS) including program management, engineering, financial management, functional support, and acquisition related support to the PEO-T and the JTMS Programs.

The PEO-T oversees the Department's Joint Transportation Management System (JTMS) Program, which aims to implement an Enterprise Resource Planning solution that integrates transportation and financial domains to enhance auditability, transparency, and resource allocation. Work Details The contractor will provide non-personal advisory and assistance services (A&AS) that include: 1. Contract Management 2. Joint Program Office Support 3. Functional Support 4. Architecture and Integration Support 5. System Engineering Support 6. System Security Support 7. Program Controls Support 8. Training Support 9. Innovation. Specific tasks include maintaining awareness of evolving developments, providing recommendations for enhancing program effectiveness, supporting program activities during potential new areas of need, and applying expert knowledge in DoD acquisition-related instructions and regulations. Place of Performance The primary place of performance is offsite (Contractor facilities or telework/remote), with some work performed on-site at Scott AFB, IL as necessary.

Approved Acquisition Strategy The Government's approved acquisition strategy is as follows: The Government intends to solicit and award a single-award Blanket Purchase Agreement (BPA) under the GSA Multiple Award Schedule (MAS) IT SIN 541611, with a five-year ordering period (01 September 2026 31 August 2031). A secondary BPA will be established as a contingency to ensure continuity of operations, only to be utilized if neccessary. Task orders/ calls will NOT be competed. The requirement will be solicited on an unrestricted basis via GSA MAS IT SIN 541611. Notional milestone dates are as follows: Solicitation Release: Week of 11-May-2026 Quotes Due: Week of 25-May-2026 Evaluations Complete: Week of 28-July-2026 Contract Award: Week of 24-August-2026
