Background The Defense Logistics Agency (DLA) Aviation at Ogden (OO-ALC) is conducting a Sources Sought notice to gather market research on Performance Based Logistics (PBL) for Secondary and Ground-Based Auxiliary Power Systems. The goal is to determine if responsible sources exist for a potential contract that may be competitive or set aside for small businesses, including 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. This effort aims to support various supplies consisting of repairable National Stock Numbers (NSNs) for military aircraft and ground start carts. Work Details The contract will involve executing a Performance Based Logistics (PBL) program that supports repairable NSNs for the following aircraft: A-10, B-1, B-2, E-3, F-15, KC-46, F-16, F-22, F-35, E-7, C-130, and Gas Turbine Engines for Ground Start Carts. The contractor will provide supplies under a performance-based logistics construct with metrics for availability and reliability to gauge performance. Payment will be based on aggregate flight hours or other measurements of usage. Approximately 300 Depot Level Repairables (DLRs) across 25 Federal Supply Codes (FSCs) are anticipated to be covered under this contract. The contractor must deliver supplies to Government supply points both CONUS and OCONUS within specified timeframes at their expense. Honeywell International Inc. is the original equipment manufacturer of these items. Period of Performance Five-year base period with one five-year option for a total performance period of ten years. Place of Performance Various Government approved operational sites both CONUS (Continental United States) and OCONUS (Outside Continental United States).
