Background The Department of the Navy, Military Sealift Command (MSC) Norfolk is issuing a justification for the award of modifications under contract N3220526C1206 for the Maintenance, Repair, and Alteration (MTA) of the USNS JOSHUA HUMPHREYS (TAO-188). This action is necessary to comply with regulatory requirements set forth by the U.S. Navy, U.S. Coast Guard, and American Bureau of Shipping. The contract was initially awarded for $14,629,577.00 based on adequate competition. Work Details The following work items are required to ensure compliance with safety and operational standards: 1. ABS Discrepancy Corrections: Conduct inspections to identify and correct structural and regulatory discrepancies prior to issuance of the vessel’s annual Certificate of Inspection (COI). 2. Flight Deck Safety Net Replacement: Replace safety nets to achieve flight deck certification necessary for vertical replenishment operations. 3. Replace #2 Start Air Compressor: Replace a non-operational compressor to maintain propulsion operability and system redundancy. 4. Limitorque Valve Operator Overhaul: Repair inoperative valve operators impacting aviation firefighting capability and cargo fueling operations. 5. Port Anchor Windlass Hydraulic Power Unit (HPU): Repair the out-of-commission anchor windlass to ensure operational capability. 6. CPO and Crew Mess Deck PRC Replacement: Replace deteriorating deck coverings in mess areas to maintain hygiene and safety standards. 7. Stateroom Habitability Repairs: Restore several uninhabitable staterooms due to mold contamination and deterioration to support crew living conditions during deployment. 8. Air Conditioning Units and Bridge Air Handler: Repair two inoperative air conditioning units to ensure crew habitability and operational endurance. Period of Performance The work is expected to be performed during the current availability period from March 26, 2026, through June 6, 2026. Place of Performance The work will be performed at Alabama Shipyard where the vessel is currently undergoing overhaul.
