Background The City of Bend is seeking sealed bids to establish a Price Agreement for the purchase of Aclara RF 3450 Water Meter Transmission Units (MTU). This initiative aims to maintain efficient use of the City's existing AclaraOne Automated Meter Reading System. The initial term of the awarded Price Agreement will be one year, with options to extend for additional terms, not exceeding a total of five years. Work Details The contractor will provide Aclara RF 3450 Water Meter Transmission Units (MTUs) or newer, which must be compatible with the City’s meter reading system. The MTUs are required to deliver detailed, hourly, time-stamped reads; transmit up to nine digits of meter-reading data; utilize FCC licensed 450 to 470 MHz radio frequencies; provide on-demand reads; have snapshot read capabilities; and ensure redundant transmission readings and collection paths. They must be powered by a 20-year lithium battery. All shipping and delivery costs are to be included in the bid price, with delivery to the City of Bend's Public Works Facility at 21051 NE Talus Place, Bend, OR 97701. Period of Performance The contract will commence upon award and is expected to last for an initial term of one year, with options for renewal that could extend the total duration up to five years. Bidder Requirements Bidders must complete all bid submittal forms as outlined in Exhibit B. They must certify compliance with nondiscrimination laws in obtaining subcontracts as per ORS 279A.110(4). Bidders should identify if they are Resident Bidders as defined in ORS 279A.120. Additionally, minority, women-owned, emerging small businesses, and veteran-owned businesses are encouraged to participate.
