This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation No. W50S6U26QA012 is issued as a request for quotation (RFQ) for Drug Demand Reduction Program Management Services. This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. Background The solicitation W50S6U26QA012 is issued by the California Air National Guard as a request for quotation (RFQ) for Drug Demand Reduction Program Management Services. The primary goal of this contract is to deter and ensure a workplace free of illicit drug use among personnel holding an Air Force Specialty Code (AFSC) and Title 5 and Title 32 employees with a Testing Designated Position (TDP). This acquisition is set aside for small business concerns. Work Details The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform non-personal services in support of the Drug Demand Reduction Program (DDRP). Key tasks include: 1. On-site DDRP program management and implementation services. 2. Specimen collection and packaging in accordance with Department of Air Force Manual (DAFMAN) 44-197 and AFMAN 44-198. 3. Compliance with Department of Defense Instruction (DoDI) 1010.01 and DoDI 1010.16 regarding military personnel drug abuse testing programs. 4. Conducting routine urinalysis testing during Regularly Scheduled Drills (RSDs) and Annual Training (AT). 5. Administrative tasks including recurring reports, meeting participation, compliance activities, training delivery, and execution of the annual PE&O event. Period of Performance The period of performance is 12 months for the base year with four additional option periods of 12 months each. Place of Performance Services will be performed at various locations as specified in Technical Exhibit 3 during Regularly Scheduled Drills (RSD), except on recognized US holidays or when the facility is closed due to emergencies or administrative reasons.
