Background The Joint Personal Effects Depot (JPED) at Dover Air Force Base (AFB), DE, is a Department of Defense (DoD) centralized facility responsible for collecting, inventorying, and processing Personal Effects (PE) and transferring custody of PE from U.S. Government control to designated individuals. The JPED has a critical mission to ensure the timely and presentable delivery of PE, supported by a workforce of military, civilian, and contractors. The facility was outfitted with a security system installed by ADT in 2011, which now requires an upgrade to meet current DoD standards for operating systems and enhance the cyber security posture while streamlining the information technology environment. Work Details The contractor will provide a comprehensive security system upgrade that includes: 1. Upgrading the existing security systems to Microsoft Windows 11 and modernizing electronic security systems in accordance with Homeland Security Presidential Directive 12 (HSPD-12). 2. Maintenance services for intrusion detection, access control, video surveillance, and visitor management systems. 3. A maintenance service plan that includes parts, labor, software updates, and guarantees response and repair times for effective security operations at JPED. 4. Conducting comprehensive preventative maintenance inspections (PMI) twice annually on all installed systems with detailed reports provided within ten days post-inspection.
