Background The Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC), is issuing this Sources Sought Notice on behalf of the Appraisal and Valuations Services Office (AVSO). The objective is to procure appraisal and valuation services from Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) to support the project involving the appraisal of properties held in trust for Native American landowners. Work Details The contractor will provide market value appraisal services for 28 individual tracts of land identified in the attached Tract Listing Table. The appraisal will focus on forming an independent opinion of the market value of the fee simple estate or fee simple-surface only estate of these properties. No structural improvements will be appraised, and personal property must be disregarded. The appraisal report must comply with Uniform Standards of Professional Appraisal Practice (USPAP) and include detailed descriptions of the subject and comparable properties, a summary of relevant market data, and a thorough analysis using the Sales Comparison Approach. The report should also address any outstanding property rights and include necessary maps, photographs, and legal descriptions. Period of Performance The target completion date for submitting the appraisal reports is 60 days from contract award date, with individual appraisals required for each tract. Place of Performance The appraisal services will be performed on properties located within various counties in New Mexico, specifically Socorro and McKinley counties.
