Background The 38th Contracting Squadron (38 CONS) is seeking to acquire Local Telecommunication Services (LTS) for Dover Air Force Base (AFB), DE. This requirement aims to provide essential telecommunication services and features that support the installation, operating 24 hours a day, seven days a week, 365 days a year. The acquisition is intended to transition from legacy systems to a performance-based approach in line with Department of the Air Force Instruction (DAFI) 63-138 and Defense Federal Acquisition Regulation Supplement (DFARS) 239.74, which govern telecommunications services. Work Details The Contractor shall provide all labor, tools, facilities, materials, and services necessary to perform and provide access to designated circuit demarcation points as identified in Appendix 1 of the Performance Work Statement (PWS). Services include local exchange access and long-distance services, including continental US calling. The Contractor must ensure compatibility with existing infrastructure without incurring additional government expenses. Responsibilities include: - Providing operator assistance functions for local exchange access. - Installing transmission equipment and cables for local exchange access. - Notifying the Point of Contact (POC) of any scheduled outages at least 30 days in advance, detailing the outage's impact. - Responding to unscheduled outages within specified time limits and following established procedures for outage notifications. - Ensuring compliance with all relevant standards set by FCC, PUC, DoD, AF, and industry regulations.
