Shaw AFB, SC This is a presolicitation notice to make repairs to the existing heating, ventilation, air conditioning (HVAC) system in Building 1130 Annex. A retro commissioning by a third party was performed which revealed many issues with the system. The government has resolved many of the issues, but several critical items remain. This project will correct those outstanding items in accordance with the attached Statement of Work dated 9 March 2026.

Background The project is initiated by the government to repair the existing heating, ventilation, and air conditioning (HVAC) system in Building 1130 Annex at Shaw Air Force Base, SC. A retro commissioning by a third party identified several issues with the HVAC system. While many have been resolved, critical items remain that need correction as per the Statement of Work dated March 9, 2026. Work Details The contractor will perform various tasks including: - Providing shop drawings of the HVAC system for approval; - Replacing temperature, pressure, humidity, and air monitoring sensors on air handlers; - Replacing supply air fan bearings; - Replacing control valves; - Disassembling ceiling grids for above-ceiling work while reusing materials; - Replacing flex duct with hard duct; - Replacing energy recovery ventilators with dedicated outdoor air systems equipped with cooling and heating coils; - Replacing undersized variable air volume (VAV) boxes; - Installing new isolation valves on VAVs with hot water reheat; - Determining if ductwork needs enlargement for increased airflow; - Integrating new equipment into the building automation system; and - Performing a test and balance of the entire HVAC system.
