Justification for Other than Full and Open Competition (JOFOC) for GRC Janitorial

Background

NASA Glenn Research Center (GRC) is extending the GRC Janitorial contract to ensure continuity of essential janitorial services while awaiting the award of a new Agency-wide contract by the NSSC. The current contractor, Creative Management Technology, Inc. (CMTI), has unique qualifications and experience necessary for these services, particularly in clean room environments, which are critical to NASA's operations. Work Details: The scope of work for the GRC janitorial services contract includes: - Routine Janitorial Services such as cleaning drinking fountains and wash stations, mirrors and glass, elevators, entrances, hallways, carpeted areas, restrooms, medical offices, laboratories. - Machine scrubbing restroom floors. - Cleaning inside stairs and landings. - Hard floor cleaning. - Vacuuming carpets and rugs. - Spray buffing hallways. - Managing recycling programs. - Solid waste removal. - Stripping, sealing and waxing hard floors. - Steam cleaning carpets/rugs/walk off mats. - Pest control. Emergency Service Calls/Unscheduled IDIQ Requests for incidents like overflowed restroom fixtures, spills, floods, muddy or wet entrances, broken glass, and biohazard cleanups. Clean Room Services involving cleaning of floors, walls, ledges (12' and above), ceilings, horizontal surfaces, cranes and hoists. Custodial Support Before/After Special Events requiring familiarity with NASA policies and procedures. Period of Performance: The extension allows for an initial six-month period followed by six optional one-month extensions for a total potential duration of up to twelve months. Place of Performance: NASA Glenn Research Center at Lewis Field.
