The purpose of this Sources Sought Notice is to gain knowledge of qualified, potential contractors and their socio-economic size classification in accordance with NAICS code 339920. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to this Sources Sought Notice, a solicitation announcement may be posted. A response to this Sources Sought Notice is not an adequate reply to a potentially forthcoming solicitation. The US Fish and Wildlife is seeking to purchase Fish Net Pens for Sucker Fish for delivery to Upper Klamath Lake, OR and Gerber Reservoir, OR. See SOW Each site (UKL and Gerber) requires a system of a 120' X 25' frame + walkway that has 2 each 25' X 59' X 15' net pens separated by a walk way. Requirements: The Contractor must provide evidence they have manufactured net pen products for environments that have 10" of freeze during winters and associated floating ice which may be blown into the fish pen with net removed. Background The US Fish and Wildlife Service is initiating a project to conserve and restore listed endemic sucker populations in the Upper Klamath Basin, including endangered Lost River and Shortnose Suckers. This Sources Sought Notice aims to identify qualified contractors capable of providing fish net pens for sucker fish, which are essential for the new hatchery program. The goal is to create rearing spaces that allow for long-term acclimation to wild lake environments, enhancing post-stocking survival rates. Work Details The contractor is required to supply fish net pens with the following specifications: **Fish Pen Frame**: - Dimensions: 120' x 25' - Dual 18” HDPE pontoons with 12” HDPE cross pipes. - 4’ wide walkway around perimeter and a 24” walkway splitting the pen in the middle. - Lumber package: 2x6 and 2x8 non-treated Doug fir (or equivalent) for joists and fascia. - Decking: 1.5” x 1.5” fiberglass. - Removable rail system: 40” tall, similar to Gerber Lake fish pen. - Anchor line attachment points. **Fish Net Package**: - Dimensions: 25’ x 59’ x 15’. - Material: .25” x .25” 250/56 polyester for sides, bottoms, and end panels. - Framing lines: 3/8” polyester, 12 strand. - Perimeter chain: 5/16”, hung around bottom panel (.98 lbs. per ft). - Bird netting: 2” x 2”, 380/27 black twisted polyethylene. - Support lines: 5/16” polyethylene bird lines. **Anchor Package**: - Quantity: 16 concrete block style anchors (1650 lb each). - Chain: ¾” galvanized anchor chain. - Floats: ¾” 12 strand anchor crown line floats. - Buoys and hardware: Qty 6, dimensions of buoys are 36” x 5’ (chain runs through center). **Wave Attenuator Package**: - Pipe dimensions: 24” x 50’ DR17 HDPE (yellow or black). - Rubber skirt weight: 20 lbs. per ft, replacing two anchor buoys on north ends. **Installation Package**: - Mobilization and demobilization of a four-man crew with a rental forklift (12k). - Required equipment includes a boat/barge for assembly of fish pen, net, and anchor system. **Shipping and Handling**: - Three - 48’ flatbeds per pen.
