DESCRIPTION OF REQUIREMENT

The Indian Health Service (IHS), Great Plains Area, intends to award a firm-fixed-price sole source contract for the upgrade and modernization of existing Physical Access Control Systems (PACS) across multiple IHS facilities. This requirement includes the upgrade of Lenel HSPD-12 / FIPS 201-3 compliant Physical Access Control Systems, including hardware replacement, software licensing, installation, configuration, and testing at fifteen (15) IHS facilities located throughout the Great Plains Area.

PURPOSE AND OBJECTIVE

The purpose of this acquisition is to ensure compliance with Homeland Security Presidential Directive 12 (HSPD-12) and Federal Information Processing Standard (FIPS) 201-3, while modernizing physical security infrastructure across IHS healthcare facilities. This effort will: - Replace obsolete Lenel controllers and hardware - Upgrade to HID Signo PIV readers - Implement Lenel PIV authentication licenses - Eliminate dependency on Physical Access Modules (PAM) - Enable direct Federal Bridge connectivity - Maintain uninterrupted access control operations during transition These upgrades are critical to safeguarding federal facilities, patients, staff, and sensitive information, while ensuring standardized and secure access control systems. SCOPE OF WORK (SUMMARY) The Contractor shall provide all labor, materials, equipment, and supervision necessary to: - Replace existing Lenel controllers with current-generation models (X4420 and 1320-S3) - Remove and replace existing HID PIV readers with HID Signo readers (134 total units) - Provide and install Lenel PIV authentication licenses - Configure systems within the existing Lenel OnGuard platform - Migrate existing cardholder data and permissions - Perform full system integration, testing, and validation - Ensure compliance with all applicable federal and industry standards Work will be performed across fifteen (15) IHS facilities in North Dakota and South Dakota, including hospitals and health centers within the Great Plains Area.

JUSTIFICATION FOR SOLE SOURCE

The Government intends to award this requirement on a sole source basis to a contractor authorized and certified by LenelS2 to provide proprietary hardware, software, licensing, and system integration services. The existing infrastructure is based on the Lenel OnGuard system, which requires: - Proprietary Lenel hardware and controllers - Manufacturer-specific software licenses and configurations - Certified technicians with access to proprietary technical data - Integration with existing Federal Bridge PIV authentication systems Only an authorized Lenel integrator possesses the required access to proprietary systems, software licensing, and technical expertise necessary to ensure compatibility, security compliance, and continuity of operations. Award to any other source would result in unacceptable risks, including system incompatibility, security vulnerabilities, disruption to facility operations, and failure to meet federal compliance requirements.

PERIOD OF PERFORMANCE

Capability statements must demonstrate the ability to: - Provide authorized LenelS2 hardware and software - Perform full system integration within existing Lenel OnGuard environments - Meet HSPD-12 and FIPS 201-3 compliance requirements - Provide certified technicians with relevant experience
