Background The Western Area Power Administration (WAPA) is seeking quotes for Hot Stick Testing Services for fiberglass-reinforced plastic hot live line tools at four locations in North Dakota. This contract aims to ensure the safety and reliability of these tools, which are essential for electrical maintenance and operations. The testing will adhere to ASTM F3121 standards, reflecting WAPA's commitment to maintaining high safety and operational standards. Work Details The contractor will perform inspection, cleaning, testing, and reporting of results for approximately 200 hot line tools located at the following sites: - Bismarck Warehouse - Jamestown Substation - Fargo Substation - Devils Lake Substation. The services include: - Conducting high voltage tests on live line tools as per the Statement of Work (SOW). - Ensuring all work is performed under OSHA guidelines and in accordance with the WAPA Power System Safety Manual. - Coordinating with the onsite WAPA representative regarding work methods and scheduling. - Providing all necessary labor, equipment, materials, and supervision to complete the required services. The estimated quantity of tools at each location is approximately 50 sticks and pieces; however, actual quantities may vary. If more than 200 total sticks require testing, the contract amount may be adjusted accordingly. Place of Performance The contract will be performed at four locations in North Dakota: Bismarck Warehouse (700 N Bismarck Expressway), Jamestown Substation (8430 Country Club St), Fargo Substation (2674 32nd Ave W), and Devils Lake Substation (824 HWY 20 S).
