Background The City of Pawtucket, Rhode Island, is seeking proposals from qualified consultants experienced in performing environmental, engineering, and design services for the redevelopment of a city-owned parcel on Grenville Street, known as Morley Field. The goal of this contract is to conduct environmental assessments and develop plans for the clean-up and remediation of the site, which is currently an open space recreation facility approximately two acres in size. Work Details The selected consultant will be required to: 1. Conduct an environmental assessment and soil testing; 2. Develop specifications for clean-up and remediation activities; 3. Create 100% construction documents for the remediation and design of the new park; 4. Provide oversight for the bidding process, including reviewing and comparing bids; 5. Offer construction administration services such as reviewing applications for payment and change orders; 6. Prepare and submit all required State/Federal reports; 7. Ensure compliance with all applicable state and federal laws; 8. Coordinate with the City, RIDEM (Rhode Island Department of Environmental Management), and EPA personnel; 9. Attend various meetings including public meetings and progress meetings with the City. Period of Performance The consultant is expected to begin work within two weeks of receiving a signed Authorization to Proceed, weather permitting. Place of Performance The work will be performed at Morley Field located along Grenville Street in Pawtucket, Rhode Island. Bidder Requirements Respondents must comply with all Federal, State, and City laws, ordinances, and regulations. The project is subject to Chapter 37-14.1 of the Rhode Island General Laws requiring that fifteen percent (15%) of the dollar value of work performed be done by minority business enterprises (MBEs). Additionally, vendors must maintain comprehensive general liability insurance with a minimum coverage of $1 million per occurrence.
