Background Greenville County is seeking vendors for on-site data storage device destruction services, including hard drives, tapes, and disks. The County has a backlog of approximately 1,200 hard drives awaiting destruction due to prior operational constraints. Additionally, it generates an estimated 200–400 drives annually through normal equipment lifecycle replacement. The goal of this contract is to address both the initial backlog clearance and ongoing recurring destruction needs throughout the contract term. Work Details The awarded vendor shall provide on-site physical destruction of hard drives and other magnetic and solid-state storage media at County facilities located at 301 University Ridge, Greenville, SC 29601. All services must conform to the following requirements: - **On-Site Destruction**: All destruction must be performed at the County's premises using mobile shredding equipment; off-site destruction is not permitted. - **Secure Transport & Handling**: Drives awaiting destruction shall be stored and transported in tamper-evident, sealed containers. The vendor shall maintain physical custody of all media from collection through destruction. - **Chain of Custody**: The vendor shall maintain documented chain-of-custody procedures, including serial number logging for each drive prior to destruction. - **Certificate of Destruction**: Following each service event, the vendor shall provide an itemized Certificate of Destruction listing individual drive serial numbers and confirming the destruction method used. - **Scheduling & Response**: The County will contact the vendor to schedule destruction events; the vendor must respond within 5 business days of a standard service request. - **Compliance & Certification Requirements**: All services and personnel must meet NIST SP 800-88 destruction compliance, SOC 2 Type II certification, CJIS Security Policy compatibility, and undergo pre-employment and ongoing background checks for all technicians. Period of Performance The contract will commence upon issuance of a Notice to Proceed on June 12, 2026, with ongoing services expected as needed throughout the contract term. Place of Performance Services will be performed at County facilities located at 301 University Ridge, Greenville, SC 29601. Bidder Requirements Vendors must have adequate liability and cyber liability insurance coverage. They are required to provide documentation demonstrating compliance with NIST SP 800-88 standards, SOC 2 Type II certification, and CJIS Security Policy compatibility. Additionally, vendors must include a statement detailing their qualifications and experience in providing data destruction services.
