Background The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 19 (NCO 19) is conducting a market survey to identify potential sources for Hazardous Waste Treatment and Disposal services for the VA Medical Center in Montana. The VA Rocky Mountain Network, established in March 1996, serves a vast geographic area covering multiple states and is responsible for healthcare delivery to over 1,000,000 Veterans. This contract aims to ensure safe and compliant disposal of hazardous waste generated by various VA facilities in Montana. Work Details The Contractor shall provide comprehensive disposal services for hazardous, non-hazardous, and universal waste as defined by the Environmental Protection Agency (EPA) and Resource Conservation and Recovery Act (RCRA). Specific tasks include: 1. Disposal of hazardous waste, including neutralized Drug Enforcement Administration (DEA) controlled substances. 2. Recycling and lab pack disposal services. 3. Orientation training for the Montana GEMS program manager. 4. Provision of all necessary labor, materials, tools, equipment, analysis, travel, transportation, documentation, waste treatment, disposal, and support services required to categorize, package, transport, document and dispose of various types of waste from designated Montana VA sites. 5. Maintenance of all licenses and permits necessary for waste removal to final disposal. 6. Provision of specific container types during pickups including various sizes of drums and containers. 7. Management of spills/releases of hazardous materials/wastes that occur on station (excluding remediation waste). 8. Coordination with a designated Contracting Officer's Representative (COR) for technical guidance and monitoring. Period of Performance The contract will be performed over a five-year period from October 1, 2026 to September 30, 2031. Place of Performance Services will be provided at multiple locations in Montana including Fort Harrison VA Medical Center in Fort Harrison, Benjamin Charles Steele HHC in Billings, and Miles City CLC.
