Background The Department of the Interior (DOI), through the Interior Business Center (IBC), Acquisition Services Directorate (AQD), is issuing this request for quote (RFQ) for appraisal services on behalf of the Appraisal & Valuation Services Office (AVSO). The goal of this contract is to obtain a market value appraisal for a property located in Cantwell, Alaska, which will be utilized by the Bureau of Indian Affairs (BIA) Fort Hall agency for lease negotiation purposes. This appraisal is specifically intended to provide an opinion of supported market value as per the Statement-of-Work (SOW) instructions. Work Details The contractor will perform the following tasks: 1. Conduct a market value appraisal of the property identified as Lots 1A thru 1J Plat of Subdivision of Lot 1, U.S. Survey No. 13854, Alaska, totaling approximately 116.19 acres. 2. The appraisal report must comply with the current edition of the Uniform Standards of Professional Appraisal Practice (USPAP) and must be presented in a narrative style format. 3. The appraiser must personally inspect the subject property and verify all market data utilized in value conclusions. 4. The report must include a thorough analysis and summary explanation covering property description, rationale for highest and best use, adjustments to sale data, and reconciliation of approaches to value. 5. All three approaches to value—Cost Approach, Income Approach, and Sales Comparison Approach—must be analyzed and reported as applicable. 6. The appraiser must provide a detailed report including photographs, maps, legal descriptions, and any relevant encumbrances or conditions affecting property value. 7. Any issues or controversies discovered during the assignment must be reported immediately to the AVSO Review Appraiser. Period of Performance The target period of performance is 120 calendar days from the date of Purchase Order award, with an initial appraisal target date also set at 120 days from contract award.
