Background The United States Marine Corps (USMC), through the Regional Contracting Office (RCO), intends to award a firm-fixed-price purchase order to Skydive Elsinore for Military Freefall (MFF) Progression and Sustainment Training Services. The 3d Reconnaissance Battalion requires contracted air support, ZAR-approved drop zones, parachute rigger support, and specific climate-controlled facilities to supplement military aircraft and achieve the necessary volume of jumps for MFF sustainment. Skydive Elsinore is identified as the only vendor capable of providing the required comprehensive facilities and airlift capabilities in both Lake Elsinore, CA, and Porterville, CA during the specified period of performance. Work Details The contract involves providing contracted air support, ZAR-approved drop zones, parachute rigging services, and climate-controlled facilities necessary for Military Freefall operations. The 3d Reconnaissance Battalion will conduct deployment for training (DFT) to achieve Category III MFF capability. The high volume of jumps required cannot be met at current OCONUS locations; thus, contracted air will be utilized to support these operations. Facilities at Skydive Elsinore are essential to accommodate long training days with numerous jumps. Additionally, Porterville Airfield is required for high-altitude parachute operations that cannot be conducted in Lake Elsinore due to airspace restrictions. The contract must ensure that all necessary aircraft (CARB-approved) and infrastructure are available simultaneously at both locations. Period of Performance The contract will be performed from May 18, 2026, to June 7, 2026. Place of Performance The services will be performed in Lake Elsinore, CA, and Porterville, CA.
