Requirement Overview

However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Capability statements must demonstrate the vendor's clear ability to provide all required aircraft (CARB-approved), drop zones (ZAR-approved), and facility infrastructure in both Lake Elsinore and Porterville simultaneously. Responses must be received no later than 8:00 AM Japan Standard Time on 29 April 2026. Responses should be emailed directly to Jordan Wilson at jordan.j.wilson2.@usmc.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Additionally, Porterville Airfield is required for high-altitude parachute operations that cannot be conducted in Lake Elsinore due to airspace restrictions. The contract must ensure that all necessary aircraft (CARB-approved) and infrastructure are available simultaneously at both locations. Period of Performance The contract will be performed from May 18, 2026, to June 7, 2026. Place of Performance The services will be performed in Lake Elsinore, CA, and Porterville, CA.
