Provide extended learning services, including after-school, weekend, and summer programming, to enhance academic support and enrichment for students in Baltimore City Public Schools.

Summary (Newest Update)

Background The Baltimore City Public Schools (City Schools) is the fifth largest public school system in Maryland, serving approximately 75,811 students across 162 schools. The system aims to provide effective education and support for all students from birth to Grade 12. This Request for Proposals (RFP-26090) seeks qualified entities to provide student-facing extended learning services, including out-of-school and summer programming, to enhance academic support and enrichment. The Office of Summer and Expanded Learning within City Schools focuses on delivering evidence-based academic experiences that align with the district's mission to develop well-rounded individuals equipped with essential life skills. Work Details The selected entities will provide extended learning programs designed to support student academic proficiency and growth. Services must include: - After-school, weekend, summer, and school-day sessions that supplement existing instruction without replacing core content. - Programs must cater to diverse interests and talents while emphasizing academic achievement aligned with state and national standards. - Integration of social-emotional learning skills into program activities. - A data-driven approach to evaluate program effectiveness through quantitative and qualitative data collection. - Compliance with the Every Student Succeeds Act (ESSA) by ensuring that all services are evidence-based. Entities must demonstrate their capacity in areas such as programmatic overview, materials and student support, staff recruitment and retention, and a robust data framework. Period of Performance The anticipated term of the contract is three years from the date of Board approval, with two one-year renewal options at the discretion of City Schools. Place of Performance Services will be performed within the Baltimore City Public Schools district. Bidder Requirements Entities must demonstrate organizational capacity, including adequate structure and resources. They must provide: - An organization chart and resumes of key personnel. - Evidence of at least three years’ experience providing extended learning services in urban settings. - A State of Maryland Certificate of Good Standing issued no later than sixty days prior to the proposal due date. - Compliance with insurance requirements as specified in Article 20 of the City Schools General Articles. Additionally, entities may need to undergo criminal background checks depending on their access to students.
