NOTICE The City of Billings is requesting proposals for 2026-2027 HOUSEHOLD TRAVEL SURVEY, for Planning, Billings, Montana. No proposal may be withdrawn or modified after the due date and time, unless and until the award of the contract is delayed for a period exceeding ninety (90) days. The right is reserved to reject any or all proposals received, to waive irregularities, to postpone the award of the contract for a period of not to exceed ninety (90) days, and to accept that proposal which is in the best interests of the City of Billings, Montana. Background The City of Billings is issuing a Request for Proposals (RFP) for the 2026-2027 Household Travel Survey. The purpose of this survey is to gather data that will be used to update the Billings Metropolitan Planning Organization (MPO) Multi-Modal Travel Demand Model. This model is essential for understanding travel patterns and planning transportation infrastructure in the Billings area. Work Details The selected contractor will conduct a comprehensive Household Travel Survey within the Billings Metropolitan Planning Area. The scope includes: 1. Project Management: Monthly updates, advisory committee meetings, and presentations to governing bodies. 2. Survey Design, Sampling Plan, and Public Engagement: Develop a statistically valid sampling plan, public engagement strategies, and outreach materials. 3. Smartphone Application: Implement a user-friendly app for data collection that meets accessibility standards. 4. Pretest: Conduct a pilot survey to refine methodologies. 5. Survey Execution: Execute the survey during an agreed period while ensuring alternative methods for participation are available. 6. Data QA/QC, Analysis, Geocoding, and Final Report: Ensure data quality, analyze results, and prepare a comprehensive report including demographic and travel behavior variables. Period of Performance The contract will be performed over approximately twelve (12) months following contract signing. Place of Performance The survey will be conducted within the Billings Metropolitan Planning Area in Montana. Bidder Requirements Bidders must comply with insurance requirements including workers' compensation, general liability of $750,000 per claim and $1,500,000 per occurrence, automobile liability of $1,500,000 per accident, and professional liability of $1,500,000 per claim. Additionally, bidders must adhere to non-discrimination policies as outlined by federal and state laws.
