Sealed proposals will be received by Ross Township, Allegheny County, Pennsylvania until 9:00 A.M., prevailing time on May 12, 2026 at the Ross Township Public Works Facility located at 225 Cemetery Lane, Pittsburgh, PA 15237. The proposals will be publicly opened and read aloud immediately thereafter for the 2026 Ross Township CCTV Inspection - Contract 2/2026 and 2026 Longmount GROW CIPP Lining Project - Contract 3/2026. These projects are being advertised concurrently; however, each project is independent, and contractors may bid on one or both at their discretion. Contract 2/2026 involves jetting and cleaning sanitary sewers, performing internal inspections in accordance with current NASSCO standards, removing roots, grease, protruding taps, and other obstructions as necessary, providing bypass pumping, and completing all associated traffic control, notifications, and site restoration. All work is to be completed within 135 days of the Notice to Proceed. Contract 3/2026 involves sanitary sewer CIPP lining repairs, in-trench excavation point repair, bypass pumping, cleaning, pre-television inspection, reinstatement of existing connections, traffic control, and restoration. All work is to be completed within 90 days of the Notice to Proceed. A mandatory pre-bid meeting for both projects will be held on May 5, 2026, at 9:30 AM for Contract 2/2026 and 10:00 AM for Contract 3/2026 at the Department of Public Works Building located at 225 Cemetery Lane, Ross Township, PA 15237. All contractors that intend to bid on the Contract must attend. Bidders must comply with all Federal, State, and Local regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. All contractors must also adhere to Act 127 of 2012 (Public Works Employment Verification Act). Pennsylvania Prevailing Wages are not required to be paid on Contract 2/2026. Pennsylvania Prevailing Wages are required to be paid on Contract 3/2026. The contract documents for both projects are available at no cost electronically by email request to the Township Engineer at WaterPlanRoom@mbakerintl.com. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the Contract Number in the lower left corner and bearing the words 2026 ROSS TOWNSHIP CCTV PROGRAM - CONTRACT 2/2026 OR 2026 LONGMOUNT GROW CIPP LINING PROJECT - CONTRACT 3/2026. Do not submit bids for separate contracts in the same envelope. Each bid shall be accompanied by a Bid Bond, with original Power of Attorney or Certified Check payable to Ross Township in an amount of not less than ten percent (10%) of the bid total. All bids shall be irrevocable for 60 days after the bid opening date. Bidders may modify or withdraw their bids prior to the bid opening time by submitting a written request to the Township. Ross Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Township, and to reject any or all proposals.
