The purpose of this contract is to provide lookout services to detect and report smokes or fires within and adjacent to the Umatilla National Forest. The lookouts shall be required to maintain a daily log of events and provide a written summary of events at the end of each contract year. Work shall include monitoring radio traffic, relaying radio messages, plotting and reporting fire start locations, providing fire behavior reports, reporting state of the weather and taking weather and fuel moisture readings when requested.

Background The U.S. Forest Service is issuing this contract to provide lookout services for the detection and reporting of smoke or fires within and adjacent to the Umatilla National Forest. The primary goal is to ensure fire safety and management in this area, which is critical for environmental protection and public safety. Work Details The contractor will provide lookout services that include: - Maintaining a daily log of events - Providing a written summary of events at the end of each contract year - Monitoring radio traffic - Relaying radio messages - Plotting and reporting fire start locations - Providing fire behavior reports - Reporting weather conditions - Taking weather and fuel moisture readings when requested. Lookouts are required to work 7 days a week from 0900 to 1800 hours, with overtime paid for hours worked outside these times. The contractor must ensure both primary and backup lookouts are available to cover shifts. Lookouts must also be prepared to attend a basic fire school training if interested. Period of Performance The contract will be effective from approximately July 1, 2026, until October 15, 2028, with services required during the summer months each year. Place of Performance The lookout services will be performed at the Oregon Butte Lookout located in the Wenaha-Tucannon Wilderness on the Pomeroy Ranger District in Pomeroy, Washington.
